The Office of Financial Management Systems (OFMS) is responsible for the provision and operation of all financial management systems. These systems automate core accounting, acquisition, travel, fee collection, planning, budgeting, reporting and analytical business processes. OFMS performs strategic planning, budgeting, information technology (IT) investment management, acquisition management, project management, application management, database management, and customer support functions for these systems. OFMS also liaises with the Office of the Chief Information Officer on IT architecture, infrastructure, policies and procedures.

The OFMS mission is to be a value-added partner to our customers by recommending, implementing, maintaining, and enhancing enabling technologies to optimize the efficiency and effectiveness of financial management processes and make relevant information available for analysis and decision making.

Gita Zoks is the director of OFMS and Carol Stout is the deputy director of OFMS.

OFMS is composed of the following divisions:

Core Financial Management Products Division

The Core Financial Management Products Division (CFMPD) is responsible for the provision and management of core accounting, acquisition, and travel systems. These systems provide funds control and support interaction with the USPTO vendor community. Disbursements are processed through integrations with U.S. Treasury systems.

Marci Etzel is the director of CFMPD.
 

Fee Management Products Division

The Fee Management Products Division (FMPD) is responsible for the provision and management of the fee collection systems. These systems support interaction with the USPTO customer community and integrate with various patent and trademark business systems. Fee collections are processed through integrations with U.S. Treasury systems.

Aarati Verma is the director of FMPD.
 

Planning and Budgeting Products Division

The Planning and Budgeting Products Division (PBPD) is responsible for the provision and management of planning and budgeting systems. These systems support USPTO fee forecasting and fee setting. These systems also support USPTO spending plans, activity-based costing, and relationships between spending and fee generation, providing a full picture of the USPTO business model. 

Christopher Tegarden is the director of PBPD.
 

Information Delivery Products Division

The Information Delivery Products Division (IDPD) is responsible for the provision and management of reporting and analytical tools including an enterprise data warehouse with integrated USPTO financial management, human resources, administrative, and business production data. In addition, this division provides a financial management content repository and a portal for delivering various types of information to internal USPTO stakeholders.
